Itchy Skin, Rash and Inability to Urinate

I have had the followiing symptoms with diovan:
320/25 Diovan HCT - severely reduced my urine output. Told my doctor about symptoms and he said he had never heard of it. But I was adamant that he cut me back to the 160/12.5.
Now that I have been on the 160/12.5 for a while, started having allergic skin itching and burning sensation with swelling around fingers. When I would scratch, would break out in welps or rash. Would pop up out of the blue. Mostly around my wrists, fingers, between my breast, shoulders, neck, head. Called doctor to please switch me to some other medication. He wants me to try Benicar, but I'm afraid of the dizziness side effects that are listed for Benicar.
Another side effect of the Diovan is the loose stools that happen everyday like clockwork.
